Family says Wagner Police officer used excessive force during traffic stop

A Yankton Sioux tribe family is claiming their 64-year-old father was a victim of excessive force during a traffic stop in Wagner. The Cournoyer family says Raymond Cournoyer was thrown to the ground and tased as he rushed to see his dying mother during her final moments.

The Sioux Falls City Council approved an amended version of Mayor Mike Huether's $457.2 million budget plan Tuesday night.
