The Wheel of Justice targets 24-year-old Andrew Wessin.

He's convicted of second-degree sexual assault of a child. Now, he's wanted for failing to register as a sex offender. By law, every sex offender has five days to register their address.

Wessin never did that.

"So he's out there and I think the public should be concerned about this one because obviously he's a sex offender. We don't know where he is. We don't know if he's committing more crimes," said Minnehaha County Sheriff's Sgt. Jason Gearman.

Wessin is also one of Wisconsin's Most Wanted. Right now, Wisconsin has issued him two separate arrest warrants. In an interview over the phone, Action News spoke with Wisconsin Department of Corrections director of sex offender program Melissa Roberts about his warrents.

"One is a probation and parole violation warrant for failing to report to his agent and there is also a felony warrant out for failing to provide sex offender information out of St. Croix County," said Wisconsin Department of Corrections' Melissa Roberts.

Wessin has a history of fleeing from police. Gearman said, "He's been traveling back and forth between Wisconsin, Minneapolis, and Sioux Falls."

All three jurisdictions are looking for the fugitive. Sioux Falls Police officer Sam Clemens said, "If we learn that they are in town, they will be arrested and they will go to jail."
