Bishop Explains Priest Removal

The bishop for the Catholic Diocese of Sioux Falls says he and the Diocese have done everything they can to keep longtime priest Cathal Gallagher from being deported. The bishop defended his actions during an interview with KSFY's Kent Erdahl, on the eve of the installation of a new pastor.

Father Gallagher's congregations in DeSmet, Arlington and Iroquois first heard about his illegal status this May, even though immigration officials denied his application for permanent residency way back in February of 2006. Now many are asking why more wasn't done during all that time in between.

After the last hymns were sung on Sunday, parishioners at St. Thomas Catholic Church let their frustrations ring out.

"At this point it appears the Bishop has abandoned Father's case," said Jay Slater, of DeSmet.

Slater joined the church in 2005 and says he owes his Catholic faith to Father Gallagher. Now Slater says the Bishop owes everyone here some answers.

"We just feel that he needs to be speaking with us," Slater said. "He needs our input."

"Well this is of course something that none of us wanted to happen," said Bishop Paul Swain of the Diocese of Sioux Falls.

Bishop Swain began serving the Diocese after Father Gallagher was denied a Green Card, but the Bishop says they have done everything they can to appeal.

"Since that time our lawyers have continued to try and figure out a way, and they informed us a little earlier this year that there was no way that that decision was going to be reversed," Bishop Swain said.

The Bishop says it quickly became apparent that he would need to find a new priest or risk employing someone illegally.

Now that Father Gallagher's last mass is complete, the bishop says he doesn't know why the faithful in Kingsbury county were never told about the problem two years ago. But the bishop admits that he too has not addressed the issue with the congregations.

"We've talked about it. Frankly some locally have advised me not to," Bishop Swain said. "It's just not the right time so just let it move to the completion and then we'll try to work on the healing."

Though sadness and goodbyes filled that void on Sunday, Father Gallagher told KSFY he is not angry. But he says he does understand why many are.

"I would be very angry if somebody else were treated this way," Father Gallagher said.

On Monday evening, those close to Father Gallagher told KSFY that he is not planning to leave the country immediately. Instead, he is holding out hope that requests by South Dakota's congressional delegation will be heard by immigration officials and his case reopened. Those requests were still unanswered on Monday night.

The Bishop treated Father G in a very disturbing way. Something really smells rotten. I am ashamed of the way Father was treated by the Bishop. Next time I am asked to give money-- I will remember this. I dont' like some of the things going on in the Church and this is one thing that has made me very MAD!! I don't know who is advising the Bishop, but they better remember we are real people out here.

Bishop Swain, when you say, "Frankly some locally have advised me..." is that Sioux Falls locality or the parishes impacted locality? The term "Healing" implies recovery from wound or injury. Your actions have not wounded us but you have raised our ire by wounding Father Gallagher, that seems to be the point you are missing. I know the difference between the Judiciary and Legislative Branches of Government and realize if one branch process is complete, recourse may be through the other.

The president of the parish counsel stated in May when this all began, that there was no legal recourse and therefore our only option was political. I present these questions to Bishop Swain; Did you write a letter for the campaign to keep Fr Gallagher? As Fr Gallagher's employer did you contact INS on his behalf to reopen his case? Did you speak with Senator's Johnson and Thune and Congresswoman Herseth-Sandlin on your priest's behalf?

Congrats Father G on the progess so far. If the Bishop would inform the parishes when he found out the support for Father would have started sooner and we wouldn't of had to wait till it was to late and than the Bishop wouldn't need to worry about healing. Offer DeSmet back to Father G. and Send Father Stevens to Bryant!It up to you Bishop to make things right. I don't see a problem with that.

The Bishop would like you to believe that he had no alternative but to assign a priest in Father Gallagher's place, but I know from my own experience in past parishes that he could have assigned an interim priest to cover our masses until the INS gives us an answer. Bishop Swain is just handing us excuses for his behavior. If he had handled this as he ought to have, there would be no need for "healing".

It should not have come to this. Matthew 7:12 "Therefore all things whatsoever ye would that men should do to you, do ye even so to them: for this is the law and the prophets." I'm amazed Father Gallagher would want to stay after being treated this way. More evidence of the true man of God he is.

I have never been so touched by anyone as I was on Sunday at Father's last mass. The courage it took to stand in front of all those people was amazing! I tell people all over when you meet this man you will never forget him! I am disappointed with the way the Bishop and others have handled this. You have let down one of your own, how christian is that? I am glad this is something they have to live with and I don't. Father is the best!

It was very disturbing to watch the Bishop try to explain away his keeping the status secret until the end of May. I thought the church learned its lesson on coverups from its past scandals. This type action as the Bishop did can explain alot as to why the numbers of people in pews is dwindling as people do not trust the leadership of the church. Ever see the bumper stikers WWJD? (what would jesus do) I really wonder what he would say about the actions of Bishop Swain and others!

Let's see the diocese used all the pull they had to help him legally and you're asking why they didn't try harder. And as the bishop stated, was advised by locals, that would most likely prominant members of the parishs that it was not best to say any thing during the legal process but to discuss it when it was time to begin the healing. Oh yeah, how did you help to try and keep a much needed priest in the diocese?

If the Bishop was informed earlier this year about Fr.'s status why did he wait until May to let the parishes know...This not what we are taught about how to be christian..is this a christian way to treat a preist? I thought with the shortage of preist in South Dakota maybe the bishop would try a little harder to hang on to one of his best!!!
