The South Dakota House has approved a measure that would set up a state development authority to protect and promote Ellsworth Air Force Base near Rapid City.

The bill suggested by Governor Mike Rounds would create a seven-member board and allow bonds to be issued to help enhance and protect the air base. Supporters say the base particularly needs to build a wastewater system.

Represenative Thomas Deadrick of Platte says the measure would help protect Ellsworth from future efforts to close military bases.

Figures show the base's total economic impact is almost $300 million a year.
