South Dakota regulators have given a green light to the proposed 10 billion dollar Hyperion oil refinery to be built near Elk Point.
Once it's built, it's expected to employ 18-hundred people.

Currently, Elk Point has a population of 19-hundred.
The city is in the midst of upgrading it's electrical utilities.
Already they have improved their water and sewer system and city planner Dawn Glover tells us, they have lots available for housing right now. "We have a residential area that started up a few years back . That has around 300 lots available there to start with and they have a little over 100 lots filled already so there's around 200 lots available there now."

The city is running out of available land in city limits for new businesses; right now they're negotiating with near-by landowners to make room for new commercial development.
