Wall Street Optimistic As DOW Closes at 10,023

On Wall Street today stocks inched up a little higher despite today's rough news about jobs. The DOW hovered around 10,000 all day and ended up closing above the mark at 10,023. Investors are hoping it's a sign the Federal Reserve will hold interest rates lower. President Obama did sign a bill today that extends unemployment benefits for up to 20 additional weeks. the longest extensions will go to the hardest-hit states.
