The Sioux Falls Ethics Board has concluded that a city councilman does not have a conflict of interest in discussing or voting on where to build a $100 million events center.
The issue was whether Jim Entenman should participate because he owns land near a site being recommended for the center.
The Ethics Board in a 4-0 vote concluded that land values would not rise with a new events center, so Entenman would not benefit if it's built nearby.
