PIERRE, S.D. (AP) - South Dakota hasn't done much to carry out the federal health care overhaul, and a Supreme Court ruling expected Thursday is unlikely to change that.
Gov. Dennis Daugaard has held up the state's work on setting up a health insurance exchange, which would help people and small businesses buy private insurance.
Daugaard has wanted to see if the Supreme Court will toss out the law. If it doesn't, the Republican governor still intends to wait until after the November election. He hopes that voters will elect a Republican president and Congress that could repeal the measure.
Daugaard says states should decide how they want to handle health care, not the federal government.
A state survey found about 9 percent of South Dakotas don't have any health insurance.
