Update: Dept. of Corrections warns of sex offender's release

The South Dakota Department of Corrections is warning the public about the release of an inmate on Friday who refused sex offender treatment.

Department of Corrections Secretary Denny Kaemingk says William Duncan, 64, is being released Friday, July 27 because his sentence expires.

Duncan was sentenced to two 15-year sentences in December 1994 for sexual contact with a child under the age of 16 out of Lawrence County. Michael Winder, D.O.C Communications & Information Manager, says Duncan was sentenced under South Dakota's "old" parole system which granted prisoners time off for every day they were in prison.

Secretary Kaemingk says William Duncan refused to participate in sex offender treatment while incarcerated. Kaemingk says Department of Corrections assessments show Duncan is a high risk to recidivate and is a risk to the community.
