Sioux Falls Land Use Committee looks at Dog Ordinance

The Sioux Falls City Council is considering closing up certain loopholes when it comes to the City's Dog Ordinance.

On Monday, the City Council's Land Use Committee met to discuss a possible ordinance requiring owners of certain breeds to register their dogs. Representatives from Animal Control, Sioux Falls Area Humane Society and dog advocacy groups were on hand to give their input.

"Humane officers at the Human Society spend 1 to 2 percent of their time," said Brittany Snyders, Sioux Empire Pit Rescue. "Low number, if that's how you measure it then, but there will always be dog bites. Unfortunately, we can't eliminate that altogether."

Councilor Dean Karsky acknowledges this is an emotional issue, but Karsky said he is not convinced the problem is about the owners, but a breed ban is expensive to enforce.

Karsky said a tiered system may be appropriate for Sioux Falls. Karsky said under such a system offenses like a dog on the loose would carry different penalties than a dog attack.

However, other councilors are not convinced there is a problem at all.

"I think if there was any changes to the ordinance that were needed, we would have heard from the professionals to do so. And I didn't hear that today," Councilor Kenny Anderson Jr. said.

While the committee did not make any decisions Monday, it has agreed to look at closing two loopholes in the current Dog Ordinance.

The first loophole deals with the lack of coverage for home owners who are bitten when a foreign dog enters their property. The other fix requires a dog owner to remain on-scene until police arrive if 911 is called after a bit.

The Land Use Committee is discussing those changes at its next meeting.
