A new report says South Dakota has violated federal law by removing too many American Indian children from their homes and placing them in foster care with non-Indian families.

4. U.S. birth rate plunges to record low

The U.S. birth rate plunged to a record low last year, according to a study released Thursday by the Pew Research Center. The overall birth rate declined by 8 percent between 2007 and 2010, with the decline being led by immigrant women reeling from the recession.

A Missouri man posing as Secret Santa is giving away $100,000 this holiday season. A Kansas City businessman spent a day in New Jersey and New York giving money to people robbed of their homes or personal belongings by Superstorm Sandy.
