Minnesota budget shortfall: $1 Billion

Minnesota's budget is out of whack again.
 
That means the reconfigured Legislature that returns to action Tuesday will spend months searching for a solution to another deficit.
 
Lawmakers are also prepared to debate proposals to legalize gay marriage, to move ahead with state rollout of the federal health law, to tighten nurse-patient ratios in hospitals and to borrow for civic center construction projects.
 
The projected $1.1 billion shortfall is a lot smaller than in past years. But those larger deficits were usually solved with some clever accounting, and Democratic Gov. Mark Dayton says he'll insist that legislators deal with the problem head-on this time.
 
The deadline to adjourn is May 20.
