PIERRE, S.D. (AP) - A South Dakota House committee has endorsed a measure that would ban beginning drivers from using cellphones behind the wheel until they get unrestricted licenses at age 16.
The Transportation Committee also passed a bill that would set up a statewide coordinated drivers' education system.
However, the panel rejected another bill that would have required young drivers with learners' permits to wait longer before driving unaccompanied by adults. In addition, the committee rejected a proposal to limit the number of unrelated minors who could be passengers in a car driven by a teen with a restricted permit.
All four bills had been passed earlier by the Senate as part of an effort to increase teen driving safety.
The two bills endorsed by the Transportation Committee go to the full House.
