Rapid City floodplain maps upset property owners

RAPID CITY, S.D. (AP) - Some Rapid City property owners aren't happy about new floodplain maps that will require them to buy flood insurance.

The updated maps issued by the Federal Emergency Management Agency and adopted Tuesday night by a city committee remove about 400 residents from the floodplain but move about 400 other residents into it. Residents in a floodplain who have mortgages typically are required to buy flood insurance.

Property owner Tonia Fischer says she probably wouldn't have bought her home if it had been in a floodplain at the time. She fears no one will want to buy it now.

Steve Selfridge wonders why the federal government doesn't require insurance for other natural disasters, such as tornadoes.
