Report: South Dakota leads nation in juvenile lockup rate

PIERRE, S.D. (AP) - A report by two organizations involved in juvenile justice reform says South Dakota has had the nation's highest rate of juvenile incarceration.

But the document issued Wednesday by the National Juvenile Justice Network and the Texas Public Policy Foundation's Center for Effective Justice says South Dakota is taking steps that should reduce the number of juveniles locked up.

The report says the state in 2011 confined 489 juveniles for every 100,000 youth in the state, a rate that was 2.6 times the national average.

It also says South Dakota is increasingly using alternatives to juvenile incarceration.

State Court Administrator Greg Sattizahn says a program that has successfully kept juvenile offenders out of detention in Minnehaha and Pennington counties is being expanded to other communities.
