Statewide texting ban dead in SD legislature

PIERRE, S.D. (AP) - A special committee of South Dakota lawmakers has decided to kill a proposed statewide ban on texting while driving.
    
A negotiating committee of three senators and three representatives was unable to reach a compromise between versions of the bill passed by the House and Senate. Committee members then recommended that the Legislature give up on passing a texting ban this year.
    
The negotiators could not agree on what fine should be imposed, whether law officers should be able to issue tickets without first stopping drivers for some other offense, and whether cities should be allowed to have their own texting bans.
    
House Speaker Brian Gosch says the House will pass a ban only if law officers could issue tickets after they have first stopped drivers for other traffic offenses.
