Arctic cold should be done but temps staying cool

he region could still get a lot of snow and cold before winter is truly gone, but the real frigid weather should be behind.
    
Warning coordination meteorologist Todd Heitkamp with the National Weather Service in Sioux Falls says arctic temps and below-zero wind chills are unlikely.
    
But he says the outlook does call for below-normal temperatures and above normal precipitation.
    
Heitkamp says a lot of people feel it's been a long winter. But he says that's likely because some daily high temperatures came in the middle of the night, instead of during the day. And the state didn't get many stretches of warmer weather during the typical January thaw.
    
Heitkamp says this winter actually won't go down as one of the worst on record.
