People legally drinking in city parks

There are 85 parks in Sioux Falls and it's only illegal to drink in 12 of them.

Tower Park is one where it's legal.

Neighbors of Tower Park aren't happy with what's going on there.

"Some days they're fighting and obnoxious and taking their clothes off and urinating all over," said Sarah Stands, who lives nearby with her young children.

"There's a lot of kids playing there, a lot of people who go up to the picnic area and drink all the time," she added.

She said people are drinking there all day and night and the problem is getting worse.

"I know one 14-year-old girl, a kid that's friends with my son, was asked to drink just the other week. And that just definitely crosses the line," Stand explained.

She said police do come by and make people leave when things get rowdy.

Sioux Falls Police Officer Sam Clemens said drinking at tower park is legal.

"Essentially, all parks are legal to drink in except the ones that have been noted by ordinance," he said.

Sioux Falls' Park Police patrol the areas.

"They know all the parks where alcohol is allowed and the parks where alcohol is not allowed and they're not afraid to write tickets if people are drinking alcohol in those parks," said Officer Clemens.

While it does give Stand some comfort knowing the police are there.

She wants the city to step in and make it illegal to drink at any park.

"We don't let our kids go to the bars, I don't see why we can bring the bar scene to the park," she said.

Neighbors near this park agree with Stand, they said the people who stay in the park can be very loud.

One of them said they're going to start a petition with the city to add this park to the list of places where it's illegal to drink.

Officer Clemens said you can get a permit to drink alcohol in the parks where it's illegal.
These are the parks where it is illegal to drink: Whittier, McKennan, Tuthill, Tomar, Heritage, Lyon, Kenny Anderson, Pasley, Arrowhead, Veteran's Memorial Park, Falls Park and Fawick Park.
