UPDATE: Man arrested in connection to homicide


Police say 43-year-old Irving Jumping Eagle has been arrested for his connection to the homicide of 33-year-old Alicia Jumping Eagle.

Public Information Officer Sam Clemens said a warrant was issued Tuesday afternoon for first degree murder, second degree murder and manslaughter.

Jumping Eagle is being held on a $1,000,000 cash bond, and will be transported from Brookings County to Minnehaha County in the near future.


Officer Sam Clemens with the Sioux Falls Police Department said Irving Duane Jumping Eagle has been detained for questioning.

He was found by a South Dakota Highway Patrol Trooper near Deuel County.

According to the Deuel County Sheriff's Office, the Highway Patrol responded to a vehicle crash at the bridge near the Toronto Exit on Interstate 29.

When authorities arrived, the driver of the car was gone, but discovered that it was Jumping Eagle's car.

He was found and transported to the Brookings hospital.

Clemens said Jumping Eagle remains a person of interest at this point and not a suspect because charges have not been filed against him.

Detectives are on their way to speak to Jumping Eagle to get more information.

Officer Clemens said Jumping Eagle and the victim in this case, Alicia Rhae Jumping Eagle were husband and wife. Alicia Rhae was reported missing on Sunday by a relative, who then asked the apartment manager of Spring Centre apartments to check on her well-being.

The apartment manager went to Alicia Rhae's apartment Monday and saw blood. That's when the manager called the police and officers found Alicia Rhae dead inside her apartment.

The Sioux Falls Police Department is looking for a person of interest in a homicide case.

Lt. Michael Colwill said police are asking for the public's help in locating 43-year-old Irving Duane Jumping Eagle. He is wanted in connection to the death of 33-year-old Alicia Rhae Jumping Eagle at Spring Centre Apartments on 13th Street and Spring Avenue.

He is described as Native American, 5'9" tall, about 190 pounds, and having a shaved head.

Colwill said Irving was last seen around 1 p.m. Monday at a gas station near Streeter, North Dakota. Witnesses told investigators he asked to use a bathroom to clean up what looked like blood.

He was last seen driving a black 2007 Pontiac Grand Prix with South Dakota license plates 1V8805.

Police are investigating a homicide in central Sioux Falls.

Public Information Officer Sam Clemens confirmed to KSFY News that the investigation is taking place near 13th Street and Spring Avenue.

KSFY's Erika Leigh is on the scene at the Spring Centre Apartments. Neighbors told her a couple with a 2-year-old boy live in the unit that police is investigating.
