In a soup pot over medium heat, heat oil; add flour and cook 6 to 8 minutes, or until roux is a golden caramel color, stirring constantly.
Add the green pepper, celery, and onion and cook 4 to 5 minutes, or until tender, stirring occasionally. Add remaining ingredients except grits, and bring to a boil.
Reduce heat to low and cook 25 to 30 minutes, stirring occasionally. Serve over grits.
